Well you get a base...(a drawing of a horse or start from scrap)
You use a painting type program. I recomend photofiltre and gimp...they are free downloads (check google)
You pretty much color in a drawing and try to make it look like a horse. Look at a few of the ones some of us did on here to get an idea.

Once you make one, be sure to show us all! =D I'm sure it'll be great.
For bases, you can go to Logow's EC Forum. There are the really good ones over there, and Fran here on Howrse Design has some. You can also ask for other bases, too.

=D You can also grab a horse from Google (easier if it is a drawn one) and edit it to make it look completely different. Then, you can submit and your coat just might be accepted!
Make sure you read all of the rules before submitting a coat, and make sure you have 4 passes!
If there is no black pearl: "The black pearl is out of stock", then just wait. The admins of Howrse are working hard to accept and decline other coats that Howrse players have submitted.
