Best Layout Program?

What is the cheapest layout/graphic program available? It has to work really well though. Can you make a layout with Paint.NET?

Well i find GIMP very easy to use for reasonably simple things, when you want to get more advanced you might want to consider Paintshop (pro) And i've never used Paint.NET so i dont have a clue =S but im sure i will go play peek a boo soon :P

I use Paint.NET, and I find it pretty good, but I only downloaded it today, and haven't worked out all the buttons O.o.

I use the program Photofiltre. It is a free download, if you'd like to try it message me and I'll link you.
I make my layouts on it, it works well ^^ I also use gimp for animations ;)

I'd say that Photoshop CS2 or CS3 would be the best, most professional choice for making layouts, banners, or animations. With Photoshop should come ImageReady, the program that you use to make very nice animations.
However, Gimp, Paint.Net, Photofiltre.. all those would work pretty nicely, especially since they are free programs, unlike Photoshop, which is a paid program.
